David Goldenberg is Vice President of Locus Systems, Inc. Dr. Goldenberg has nearly 30 years of experience in applied research and management consulting. He has been involved in data collection and analyses, policy assessments, legislative reviews and program evaluations, as well as the provision of technical assistance in the areas of health and human services to numerous public and private health sector clients. Dr. Goldenberg has also participated in the preparation of cost estimates measuring the impact of proposed legislative initiatives, regulations, and practices. Much of this experience has involved the use of data from Medicare and Medicaid statistical files.
Before joining Locus Systems, Inc., Dr. Goldenberg was Senior Research Director at Muse & Associates where he spent more than a decade directing research and providing technical support for studies in health and human services, health insurance, health finance, cost analysis, and rate regulation. After Muse & Associates was acquired by the United BioSource Corporation (UBC), he served as Director, Data analysis in UBC's Center for Pricing and Reimbursement (CPR) through the end of 2007. Earlier in his applied research/consulting career, Dr. Goldenberg held the positions of Research Associate at the Center for Health Policy Studies (CHPS) and Lawrence Johnson & Associates (LJA).
Dr. Goldenberg received his Ph.D. in Population and Social Geography from the University of Maryland and a Master's of Science degree in Geography from the Pennsylvania State University. His undergraduate degree is from Boston University.
Roland “Guy” King is an independent Consulting Actuary. Prior to 1995, he served as Chief Actuary for the Health Care Financing Administration (HCFA) for sixteen years. He has been an industry leader in public sector health financing programs.
As Chief Actuary at HCFA, he was responsible for: Preparing financial projections for the Medicare and Medicaid programs; Making actuarial determinations of parameters affecting the payments and financing of the Medicare program, such as AAPCC payment rates to HMO's, the Part B Premium, Part A deductible and coinsurance; Developing and determining the indices for updating hospital, home health, and skilled nursing facility payments; Compiling estimates of national health expenditures and estimating the effects of any changes which might affect health expenditures; and Developing payment rates for changes in the method of Medicare provider payments.
He has testified before Congressional committees many times on issues relating to the Medicare program.
He has received numerous awards for his work, including two Presidential Meritorious Executive Rank awards -- one from President Reagan for his work on the Medicare Catastrophic Coverage Act of 1988, and one from President Clinton for his work on the Health Security Act of 1994. He has written and spoken extensively on issue relating to the financing of Health care, the financial status of the Medicare program, and social insurance.
Mr. King is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries. He received a Bachelor of Science in Mathematics and Engineering from the United States Naval Academy and a Masters of Science in Mathematics from the University of Virginia.
Mina Ubbing Mina Ubbing was named President and CEO of Fairfield Medical Center in June 2001 after more than 20 years in the healthcare field. She started her career in 1979 as Internal Auditor/Cost Accountant at Mansfield General Hospital in Mansfield, Ohio, where she also served as Controller. In 1986, Mina took over as Accounting Manager at Fairfield Medical Center and was named Vice President-Chief Financial Officer in 1987. She served as Acting CEO in 1996 and again in 2001 before being named to the position on a permanent basis. She has overseen the opening of a cardio thoracic surgery program, the construction and financing of a $30 million
dollar building program and has developed strategic partnerships
with three tertiary hospitals in Columbus, Ohio. Also, she has
helped recruit over 25 additional medical staff members and has worked to increase staff, community and physician satisfaction for Fairfield Medical Center. She helped develop and teaches classes in Fairfield Medical Center University, a leadership development program. She helped establish the FMC Foundation, and has introduced the concepts of Six Sigma, a process improvement initiative, and Heart Math, a stress management program, to the organization.
Mina serves as Secretary/Treasurer of the Board of Trustees of the Ohio Hospital Association. She is past chair of the Fairfield County Foundation. She gave eight years of service to the Fairfield County United Way during which she served as treasurer for five years and chaired a successful $1.6 million campaign in 2004. She chaired the Lancaster-Fairfield County Chamber of Commerce in 2000 and served on that Board for eight years. In 2008 she was re-appointed to the Chamber Board and has served as its treasurer. Currently she also serves as Treasurer of the Board of the Lancaster Festival, the Vice Chair of the Ohio University-Lancaster Coordinating Council, Chair of the Lancaster City Schools Financial Oversight Committee, Chair of the Ohio Valley Hospital Consortium group purchasing partnership, Chair of the Route 33 Development Alliance, and as a member of the Advisory Board for Fairfield National Bank. She is a member of the Board of Administrative Resources Incorporated, which is part owner of Amerinet, a group purchasing organization. She is an adjunct faculty member for Ohio University-Lancaster and teaches in the health administration program. She serves as a facilitator for the local Leadership Development program and has served as a mentor to numerous businesswomen. She has received several leadership awards during her career including the Athena Award by the Chamber of Commerce for her community leadership and most recently as the Grass Roots Champion for Ohio from the American Hospital Association for her political activism. She has been an Examiner for the Ohio Partnership for Excellence and she has made presentations on healthcare issues at the state and national levels and is passionate about assisting elected officials better understand healthcare.
Mina earned her Bachelor of Science in Business Administration from Wheeling College in Wheeling, West Virginia, and her Master of Business Administration from Ashland College in Ashland, Ohio. She has served on the Adjunct Faculty at Franklin University in Columbus and is a Fellow in the American College of Healthcare Executives. She and her husband, Bob, live in Lancaster. Fairfield Medical Center located in Lancaster, Ohio, was established in 1916 and has continued to grow since then to become the modern, not-for-profit healthcare system it is today.

Lon Butikofer
Chief Executive Officer--Regional Medical Center, Manchester, Iowa
In 1978, Lon Butikofer began a very distinguished career in healthcare after earning his Associates Degree in Applied Sciences, during which time he received the Outstanding Graduate Governor’s Award. Soon after, he earned his Bachelor of Science in Nursing from Upper Iowa University graduating Cum Laude and his Master of Science in Nursing and Administration from the University of Dubuque, graduating Summa Cum Laude.
In 1990, Butikofer earned his Doctor of Philosophy in Health Services Administration with a Clinical Specialty Focus in Immunosuppressive Disorders and International Health Studies from Century University in Los Angeles California, graduating Summa Cum Laude.
Throughout his career and still today, Dr. Butikofer serves in multiple clinical, management, research, educational, and executive positions. In addition, he serves on numerous healthcare and professional boards at state and national levels. As Chief Executive Officer of a Critical Access Hospital, Dr. Butikofer leads with his philosophy that patient care comes first.
